Freight rail volumes have faced significant headwinds in recent years, declining from 226 million tonnes in 2017/18 to just over 151 million tonnes in 2023/24. Conditions on the export coal line and iron ore corridor have been particularly challenging, shaped by a combination of infrastructure pressures, security constraints, and years of underinvestment across the network.
The scale of rehabilitation required on lines of economic importance is considerable — and the opportunity for private capital is correspondingly large. Mobilising the R300 billion in private-sector investment government has targeted by 2030 will require exactly the kind of structured partnership this reform agenda is designed to enable.

Sidings & Loading Equipment
Financing the development and upgrading of rail sidings and modern loading facilities at key mining hubs, enabling miners and logistics operators to load freight efficiently — reducing reliance on costly trucking and minimising delays.
Port Stockpiling Space
Investing in expanding and optimising port, back-of-port and inland terminal stockpiling facilities to guarantee miners sufficient space to store and export their commodities, reducing bottlenecks and enabling them to meet global demand.
Network Maintenance
South Africa's rail reform agenda creates a clear framework for collaboration between government, Transnet, and private operators — with rehabilitation of key lines as a shared priority. The restructuring that has given rise to a dedicate Infrastructure Manager (TRIM), reflecting a deliberate effort to enable sustainable, scalable private investment in the network.

BKLV is led by a team of senior infrastructure and rail professionals whose collective experience spans the full project lifecycle — from technical engineering and operations through to institutional finance and corporate governance.
The team's operational credentials include specialisation in mine-to-vessel logistics, heavy haul rolling stock, and end-to-end freight solutions, as well as direct executive experience at South Africa's national freight rail operator and active participation in the National Logistics Crisis Committee, established by President Ramaphosa to restore the efficiency and competitiveness of the country's freight logistics system.
The team's financial leadership brings senior investment banking and development finance expertise to bear on BKLV's capital strategy, drawing on tenure at one of South Africa's premier corporate and investment banks and executive leadership of the inaugural infrastructure finance division at the country's leading development finance institution, capitalised at US $6 billion.
Complementary capabilities in project management, digital transformation, and governance ensure that BKLV's development pipeline is underpinned by rigorous institutional process. The team maintains an active presence across sub-Saharan Africa's foremost networks for business leadership, policy dialogue, and economic development — positioning BKLV at the intersection of technical expertise, institutional capital, and continental opportunity.
